On November 8, 2025, Center for International City Strategic Development&Cooperation Center(ICS) was invited to participate in the China International Intelligent Communication Forum 2025 hosted by  China Media Group (CMG). Qin Gang delivered a speech entitled "City Diplomacy and Humanistic Spirit Shaping International City IP" at the "City Image International Communication Forum," in which he explained the composition, value and path of China modern city diplomacy.

    Qin Gang, Senior Member of Global Smile City Expert Committee, Senior Fellow of International Information Institute of National Information center, Director General of ICS.In the chapter “Chinese Story, World Language; "International Communication , global image" ,Qin Gang introduced the background of SMILE (Smart, Connected, Information, Livable, Ecological) index research and the results of China International Service Trade Fair.The study covers the development process of 804 cities around the world, and discovers the global urban growth code and the driving force of sustainable development, establishing a global coordinate and establishing the global image of Chinese cities.

    Qin Gang pointed out that fifth-generation cities with humanities, ecology and science and innovation as core values lead the global urban development trend. Xiongan embodies the vision and mission of a fifth-generation city. In the era of artificial intelligence, AI participates in urban development, empowers urban governance, shapes the future of cities, and contributes to the creation of urban projects. The creativity of AI stems from the urban cultural context and the urban spirit. The mission of a modern people's city entails imbuing AI with humanistic care, human-centric values, and a deep understanding of human nature.

    How does international communication of global cities achieve the leap from city image to city IP? International Urban Strategy Center ICS and the Global Smiling City Expert Committee gave the path of "inheriting the city context, mining human resources, refining the city spirit, shaping the international image, and generating international IP."

    With the help of the APEC summit, the National Day State of Korea has successfully established an international image with a long history, a blend of talents, a heritage of culture and modern fashion. South Korea's president has made the Gyeongju Museum a destination for U.S. President Donald Trump. A State offering presented through a museum collection: a replica of the new king's crown of Roque. At the APEC summit, the Chinese leader announced that Shenzhen will be the host of the 2026 APEC summit. Shenzhen has become China's third APEC city after Beijing and Shanghai.

    In the section on "Urban Diplomacy, the International Stage," Qin Gang pointed out that urban diplomacy in international cities relies on national sovereign diplomacy, is a platform for exchanges between cities and countries, and complements national diplomacy. The national home diplomacy provides a city with the highest-level platform and a global stage to display its international image. 

    President Xi's signed article in the Greek mainstream media, "Let the wisdom of ancient civilizations inform the future," and his visits to Athens (The Acropolis Museum) and Durban have created an example of international urban diplomacy. Beijing, Shanghai, Xi'an, Hangzhou, Xiamen and Tianjin have successfully established diplomatic cities as their home cities. Qin Gang believes that in the future, more state activities, hometown diplomacy and head-of-state diplomacy will be borne by China's premier international city.

    In "City Spirit, World Language," Qin Gang pointed out that the national human history IP and geographical IP contain the city spirit. Chinese cities should be better at integrating and applying the image of cities with international spread.A trip to the Seine River connects Notre Dame, the Louvre, and the Opéra;The Thames River connects the London Eye and the Tower of London, and the Grand Canal shapes the new urban image of Beijing's vice center. Wuxi is the node city of oriental music and aesthetics to the world and the "music capital."

    The forum was jointly hosted by the General Television and the Jiangsu provincial government and was held in Wuxi. Wuxi was awarded the global smile city "SMILE + +" excellent level, China's new smart city SMILE index TOP10, ranked first in the prefecture-level city, and second in the county level of Jiangyin City, Wuxi. 

Introduction of ICS

    Center for International City Strategic Development&Cooperation(ICS)  was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong SAR Government in 2025. It is positioned as a Chinese-characteristic new think tank with international organization functions.

    The ICS Advisory Committee and Council consist of 100 globally recognized mayors, local government leaders, international political figures, and scholars from think tanks. The governing bodies are the Council and the Secretariat.

    International organization-type think tanks represent the new trends of global think tanks, non-governmental public institutions, and knowledge-based civil organizations. They play a significant role in the process of building new international relations, optimizing global governance, and improving the international order, and provide social think tank resources, civil organization forces, and public diplomacy support for the development of new model of major power relations.

    ICS  is guided by the mission of "international vision, strategic leadership, city cooperation, and sustainable development," and has the vision of "innovation-driven, smartly empowered, ecologically friendly, resilient protection, poetic residence, and cultural exchange." 

    ICS  aims to pioneer a new domain of "Global City Studies" and promote constructing modern, internationally-oriented cities.
