2025年11月10日，国际城市战略发展合作中心ICS、金砖国家青年与人才组织BYO（南非）联合致信，祝贺34岁的“千禧一代”佐赫兰·马姆达尼（Zohran Mamdani）当选纽约市第111任市长（任期4年，2026年1月1日始），并邀请纽约市和850万纽约市民加入“金砖城市伙伴网络（BRICS Cities Partnership Network）”。
贺信写道，马姆达尼先生“成长历程及在南非受教育经历将激励非洲青年和金砖国家人才为人类进步做出贡献”，其“卓越的领导力和创新精神，代表青年一代为纽约这座世界级大都市注入了新的活力与希望”。
在贺信中，ICS与BYO提出倡议，“邀请您和纽约市加入金砖城市伙伴网络（BRICS Cities Partner Network），期待在您的领导下，进一步加强全球城市与纽约在经济贸易、科技创新、人文互鉴、青年交流等领域的合作，共同探索城市可持续发展的创新路径。”

以“金砖城市伙伴网络”为纽带，ICS、BYO搭建国际城市之桥，非洲最大港口城市南非德班市市长西里尔.夏巴与“一带一路”重要节点西安市签署友好城市意向书。

世界城地组织全名为世界城市和地方政府联合组织（United Cities and Local Governments ，缩写UCLG），于2004年成立，被誉为“地方政府联合国”。秘书处设在西班牙巴塞罗那，是最大、最具代表性的世界城市和地方政府间的国际组织，覆盖全球24万个城市、城镇、区域和大都市，占世界总人口的70%，国家级地方政府协会会员175个。

2025年11月10日，国际城市战略发展合作中心ICS、金砖国家青年与人才组织BYO（南非）联合致信，祝贺34岁的“千禧一代”佐赫兰·马姆达尼（Zohran Mamdani）当选纽约市第111任市长（任期4年，2026年1月1日始），并邀请纽约市和850万纽约市民加入“金砖城市伙伴网络（BRICS Cities Partnership Network）”。
贺信写道，马姆达尼先生“成长历程及在南非受教育经历将激励非洲青年和金砖国家人才为人类进步做出贡献”，其“卓越的领导力和创新精神，代表青年一代为纽约这座世界级大都市注入了新的活力与希望”。
在贺信中，ICS与BYO提出倡议，“邀请您和纽约市加入金砖城市伙伴网络（BRICS Cities Partner Network），期待在您的领导下，进一步加强全球城市与纽约在经济贸易、科技创新、人文互鉴、青年交流等领域的合作，共同探索城市可持续发展的创新路径。”

It is a Chinese-characteristic new think tank with international organization functions.
ICS was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong Special Administrative Region Government in 2025. It transitioned from an academic research institution to an international organization-type think tank, with offices in Beijing, Shanghai, Hong Kong, New York, London, and Johannesburg.

BYO执行主席Lassy Chiwayo先生、BYO秘书长宗文涛先生表示，“金砖城市伙伴倡议”得到了约翰内斯堡、德班、开普敦、开罗、亚的斯亚贝巴、利雅得、迪拜、雅加达、西安等金砖城市的积极参与。金砖城市愿与纽约市携手，分享最佳实践，推动资源互补，依托金砖城市网络，搭建国际城市之桥，支持青年人才成长。Lassy Chiwayo主席曾任南非驻上海总领事，对推动金砖城市合作与上海国际化大都市建设做出了重要贡献。
贺信最后表达了来自金砖城市与市民的良好祝愿——“期待在您的任期内，纽约市焕发新的光彩，并为全球城市网络和青年人才发展注入更多动力。”

佐赫兰·马姆达尼的父亲马姆达尼教授曾任教于南非开普敦大学。金砖国家青年与人才组织BYO、国际城市战略发展合作中心ICS已与南非政府教育部门、非国大ANC青年机构制订了促进南非青年人才参与“金砖城市伙伴倡议”的行动方案，并将积极开展与纽约的科创、文化、人才合作。

About ICS:
With mission of "international vision, strategic leadership, city cooperation, and sustainable development," ICS(Center for International City Strategic Development&Cooperation)supports global cities in implementing “global development, security, civilization, and governance initiatives”. It is a Chinese-characteristic new think tank with international organization functions.
ICS was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong Special Administrative Region Government in 2025. It transitioned from an academic research institution to an international organization-type think tank, with offices in Beijing, Shanghai, Hong Kong, New York, London, and Johannesburg.
